DCN Linkage Guidelines

Resource Allocations Committee

DCN Linkage Guidelines as Approved by IPC (now called RAC), 6/4/97

Links from DCN pages fall into three categories:

1. Project Links -- Links which are placed in the context of DCN's information pages, and so are part of its public service "face". These may include links to miniproject or sponsored project pages, as well as pages produced in satisfaction of grant requirements.

2. External Links -- Links, still in the context of DCN-generated pages, to pages on other web servers. This content from other sites still contributes to DCN's public presentation, but generally cannot be required to strictly satisfy DCN's standards for project links, except through a process of selection.

3. Subscriber Links -- Links to subscriber home pages stored with the subscriber's account. These are accessible only through the subscriber list or direct URL, and are not considered part of DCN's public presentation unless a special agreement is made (according to guideline 7 below, for example).

In the following guidelines, the categories to which an item applies appear, along with appropriate annotations, in parentheses following the item.
  1. Linked pages must contribute to the community or advance DCN's goals.

  2. If the pages do not follow DCN styles, they must, at a minimum, provide links on each page that allow the reader to return to the DCN pages.

  3. Linked pages should be readable with all common browsers and useable with or without images. They should not cause any common browser to fail or lock up.

  4. Linked pages must clearly indicate on each page the individual or group responsible for the content.

  5. If linked page content or links fall clearly out of date, the DCN Web Team may remove the link.

  6. Any question regarding relevance or appropriateness of linkages that cannot be resolved by an area editor or the full Web Team should be brought to the Resource Allocations' Committee.

  7. Ms Mosaic and area editors will monitor titles of subscriber pages to discover those that fit DCN goals and would enrich and augment existing DCN content. Web Masters of those pages can be invited to read the DCN Web Authors' FAQ and submit a request for linkage. (Subscriber)

  8. Requests for linkage may be by invitation (see 7. above) or may be spontaneous. They must be made by email to msmosaic@wheel.dcn.davis.ca.us, specifying:

    1. The content of the page and the way in which it provides a community service or advances DCN's goals;

    2. The location of the .html file to which a link is being requested;

    3. The URL of the DCN page that might carry the link;

    4. The proposed title of the link; and,

    5. The email address of the person responsible for maintaining the page. (External, Subscriber)


  9. A Link from a DCN page should be established within a few days. If not, the applicant should receive an explanation. If the applicant disagrees and can't work it out with the DCN webmaster, the decision can be appealed to the DCN Resource Allocation's Committee at
    dcn-projects-committee@dcn.davis.ca.us.
  10. The RA Committee shall review and either approve or deny a request for a link from a DCN page, based on current DCN standards for such links, under the following circumstances:

    1. There is a lack of consensus on accepting or rejecting the link by the membership of the full Web Team.

    2. The link is refused by the Web Team and an appeal is made by the person or organization requesting the link.
