[1st-mile-nm] Albuquerque Wireless Update

During this past Summer (July?), this list posted an announcement about
the City of Albuquerque issuing an RFP for a citywide wireless broadband
network.

Earlier this Fall, the City cancelled the RFP, with the following reasons:
	Cost proposals exceeded available funds.
	Original scope of services is outdated.
