Here's another excellent report from Chris Mitchell,
with the Institute for Local Self Reliance, in MN.
He also maintains the  www.muninetworks.org  web site.
As you look at comments (especially the first) you will see that some  
people
refuse to understand the basic principles of 'open networks',
in which the local public sector does not unfairly compete with  
private sector providers.
