FCC releases new E-Rate Eligible Services List; -"Ineligible Fiber 
Costs.
Special construction charges to build out dark fiber connections from
an applicant's facilities to an off-premises fiber network are NOT 
eligible.
Special construction charges include design and engineering costs,
project management costs, digging trenches and laying fiber."
