Issue: Email not being delivered from wheel.dcn.davis.ca.us to City of 
Davis

Reported: Omsoft staff on Monday April 6th.

Action and Analysis: The City of Davis WebSense email firewall is 
blacklisting DCN's mail server and the MX mail server. We believe this 
is being caused by SPF failures. Since DCN was created they were the 
original mail server for ci.davis.ca.us and there are still lots of 
forwarded accounts of DCN mailboxes being forwarded to ci.davis.ca.us. 
Since DCN doesnt do SPF SRS any mail forwarded this way causes SPF 
failures, and an aggregate of SPF failures over a certain time period 
causes the blacklist.

Solution: Either DCN be allowed as a trusted forwarder, or all these 
email boxes forwarding to ci.davis.ca.us addresses needs to be terminated.
