[env-trinity] Lewiston releases

Late yesterday afternoon, the Finding of No Significant Impact was
signed by the Bureau of Reclamation authorizing additional releases from
Lewiston Dam. The Bureau of Reclamation adopted the flow scheduled
recommended by the Trinity Management Council (shown below and also
available on the Reclamation website at
http://www.usbr.gov/mp/cvo/vungvari/trinsch.pdf).
