Dave...

I have one central, crucial point to make.  Steelhead and Coho, who largely
spawn in tributaries, NEVER will be restored as required by law unless
watershed work is pursued aggressively.  

Program actions have not reflected this fact until Congressman George Miller
provided the Program with some $3 million in additional funds this fiscal
year.  That resulted in an increase in funding to $600 thou for this year,
as opposed to the grossly inadequate $100 thou the Program had been devoting
to this significant, major need for fisheries restoration.
