[env-trinity] Lewiston flow increase to 3400 cfs

In case you have not heard, starting 10 am Tuesday (Sep 16) morning Bureau of Reclamation is ramping up Trinity River flows released from Lewiston Dam to 3,400 cfs.   The emergency release is intended to help minimize the spread ich, a potentially fatal disease recently observed on salmon in the lower Klamath River.  Please be careful on the river.
