[env-trinity] Reclamation to Release Additional Water from Trinity Reservoir

Please see the attached public notice and 2015 Late Summer Flow
Augmentation Hydrograph. Flows to commence August 21 and will continue into
September, according the 8/20/2015 Bureau of Reclamation press release, to
reduce the potential for a large-scale fish die-off.  For additional
