[env-trinity] Fw: [Trinity Releases] Change Order - Lewiston Dam

The power plant I ran had an emergency release valve which generically 
was called a hollow cone valve.  Properly it was a Howel-Bunger Valve.  
I suspect that is what they are talking about.  for us it opened 
automatically whenever there was a power outage so as to maintain 
instream flows, and also as the only mechanism to drain down the lake in 
an emergency situation other than through the generators, which by 
themselves couldn't release enough water to do the job.  Making repairs 
to such an item is difficult if it must be available for service at all 
times.  I have no idea if tht is the case with TR Dam.
