[env-trinity] Fw: [Trinity Releases] Change Order - Lewiston Dam

It is my understanding that Reclamation has been exceeding the 56 degree temperature target at Douglas City because the Spring Creek tunnel is closed for repairs so they are unable to move sufficient water through Lewiston/Carr/Whiskeytown/Spring Creek to prevent warming in Lewiston Reservoir.  As a result, they are increasing releases through Lewiston into the Trinity River.
