as a band-aid to avoid dealing realistically, rationally and permanently with

its culturally and economically dependent Tribes, its fisheries and its wildlife,
it will need to obtain water elsewhere. It should initiate action promptly,
and it support the efforts of many, many others to remedy for all time the
