rule (although a few individual HCPs will be exempted). <o:p></o:p></span></font></p>

because those exemptions are not necessarily gone...in particular to keep our
eyes open for the FWS announcement on bull trout critical habitat in a few

CH). Unoccupied habitat will not be included - so no protection above dams in
Malibu Creek, <st1:place w:st="on">Deschutes</st1:place>,<o:p></o:p></span></font></p>
