1999 and again in 2010, the RCD was named “District of the Year” by the
California Association of RCDs and in 2010 the RCD Board President received the
“Director of the Year” award. In 2006, the RCD Technical Team received the “California
Governor’s Award” for Ecosystem Restoration for the multi-million dollar Lower

RCD does not receive any property tax revenue--it is funded totally by service

organizations. RCD staff are currently implementing 33 service agreements and
24 grant agreements that total $8,702,910. The budget for 2011-2012 is $2.3
