You're at the epicenter of one of CA's most challenging water use
conversations:<br><br>
Metropolitan Water District of Southern CA and the CA Dept of Water
Resources have, for years now, been buying water from your new area -
contracting ahead with water rights owners to buy water when/if needed.
<br><br>
Where these purchases-for-transfer-in-place-or-use have occurred the
increased draw on the area's groundwater (i.e., either through direct
sale or indirectly as replacement for the sold surface water) has lead to
claims that nearby well levels have lowered/gone dry. <br><br>
The State Water Resources Control Board has been sanctioning these water
transfers off and on since the drought of 1976-77 but has never
formally/fully addressed their 'third party' impacts (e.g., the impact on
the guy whose well goes dry).<br><br>
There have been inter-agency committees in/around State govt, ad nauseam,
to address third party impacts, but they either fizzle out in mid-chore
or their recommendations to the SWRCB simply languish and die.<br><br>
During her grad school days, Chico-an Kristin Cooper-Carter, cc-ed here,
was intensely interested in the third party impact quandary. She
ultimately took an unrelated day job but may still be a good source of
info. Barbara Vlamis of AquaAlliance, also cc-ed here, is a seasoned
Butte County water activist knowledgeable about the issue. Tim Stroshane
of Berkeley (cc-ed) participated in the SWRCB's last (half-hearted?) stab
at defining/ addressing third party impacts.<br><br>
It's an area that I've been interested in (as a fisheries conservationist
- since the people's fish and the fishermen are impacted third parties)
ever since I came to appreciate fully just how determinedly the State was
running away from its responsibility to deal with the issue.<br><br>

Just an FYI & not Trinity related. Thank you all who responded to my
call for a potential internship. I have now found one, though not through
here, but figured I give you an update.<br><br>
It looks like I'll be working with the Mayor of Chico on policy issues
dealing with a whole host of things. This is a great opportunity to not
only research policy, but to provide recommendations, do public outreach,
and be involved in representative government. Some of the issues I'll be
working on is sustainability issues, nitrate contamination from septic
systems, Central Valley water including issues with the Tuscan Aquifer,
redevelopment, improving public involvement and education, and much
more. <br><br>
I'm looking forward to this opportunity and feel that it will be a
benefit to not only my education, but also help my professional career.
