He says with the uncertainty that seems to be growing over whether the dams will be removed, it doesn't make sense to raise fees being charged to ratepayers.</p><p style="margin-top: 10px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; font-family: arial, verdana, helvetica, sans-serif; z-index: 1; ">Guarino also blasted an upcoming PBS documentary on the Klamath Basin Restoration Agreement, saying it is biased in favor of dam removal.
