Ergo USFWS was bound by federal policy to release Coleman’s production, given the high incident of straying of fish trucked to/released in the estuary, near the hatchery – and, therefore, streamflow sufficient to enable juvenile fall run chinook all the way down the river and through the Delta was necessary in order for USFWS to fulfill its federal mitigation policy obligations.<o:p></o:p></span></div><div style="margin-right: 0in;
