Old North Davis interest group,
	Below is a note from the city's planning staff that a 
demolition permit has been received for the old Union 76 gas station 
at nw corner of 5th and G  (501 G).   The city's notice is also 
attached.
	Also below is a notice from Oeste Manor's neighborhood about 
a meeting next Monday at 7 at the Redwood Meeting Room on Chaves 
Elementary on Anderson.  There will be a discussion of a proposal to 
restore the city's policy of requiring  business permits for rented 
houses and rented rooms within houses.  It is called a neighborhood 
safety ordinance and is attached (with email note also below).  I'll 
be attending the Monday meeting three days from now and others are 
invited.  My personal opinion is to support the ordinance but I'll 
not represent my views as those of ONDNA;  I will relay other 
individual opinions of ONDNA board members and OND residents.  That 
proposed ordinance is also attached.

This seems like a non-controversial issue - or does someone consider the 
gas station to have historic value?

The one possible problem would be the adequacy of cleanup, especially 
below ground - I think the City has historically been on top of that. 
Any neighbors with concerns?

There's something fishy about this: it's called a "Rental Housing Safety Ordinance" yet most of it addresses "loud  and unruly gatherings".

The latter is a real issue; but the only connection to rental safety and licensing seems to be the ability to find the owner in the rental database. Did I miss something?

I have a definite concern about the inclusion of rooms rented in a private residence. So when Grandma needs a little help or companionship, and rents out the spare room, she'll need to get a business license and pay a tax?

I would like to see single rooms in owner-occupied homes excluded from this - unless there is a compelling reason for their inclusion?

Gee, I really like the gas station site as it is.  Nice urban feel to  
it, with opportunities for spontaneous additions to our public art  
collection in downtown.  We need to take a stand in support of  
graffiti blight and stop this demolition!

But I agree with you that requiring commercial rental owners to get a  
business license is a good thing.  I have no idea why they dropped  
that source of information, control, and revenue in the first place.   
Then if problem rental situations can't be resolved at some address,  
just yank the license and they have to go away.  I don't know if a  
casual rental of a single room in a house should need a business  
license, though.  That's a pretty benign thing, and I would hope the  
owner/resident/landlord still in the home would keep the nuisance  
level down.

I would like to get to the meeting to support licensing rentals. We  
just witnessed a minor miracle in that Sue's rental next door to us  
was cleaned, sort of, bathroom walls remudded, interior painted and  
(another) bid to paint the exterior was solicited. The landlords  
haven't found a tenant for months and now they've got a visiting prof  
for two. U Cincinatti with wife and three year old. Say howdy if you  
see them.

I don't like the need for the rent a room requirement... I think that is pushing it.. as long as there is an owner on site.. they should be able to rent a room...what about accessory units, I'd think again as long as the owner is on site.. no need to the city to be a part of this.
