Notice of Public Hearings On
Proposed YOLOBUS Fare Increase and
Proposed YOLOBUS Service Reductions Due to State Budget Cuts
The Yolo County Transportation District will conduct two public
hearings: one hearing on a proposed increase in fares, and another
hearing on proposed service reductions on inter-city route 42 (certain
late evening and early morning trips, or partial trips), route 214
(proposed elimination), plus changes in paratransit services to meet
only ADA hours and primarily ADA service areas. A specific description
of the proposed fare increase and service reductions is attached.
The public hearings will take place at 7:15 p.m., on Monday, October 13,
2003 at the Woodland City Council meeting chambers, second floor, 300
First Street, Woodland, California, 95695.
Those wishing to provide testimony may do so in one of the following
ways:
1) Attend the hearings as described above and submit testimony.
2) Mail your written comments to YCTD, 350 Industrial Way,
Woodland, CA 95776.
3) Email your comments to <mailto:ksouza at yctd.org>

4) Call a Customer Service representative at (530) 661-0816 and
provide your testimony over the telephone.
5) FAX your comments to (530) 661-1732.
If you do not plan to attend the hearing, but would still like to submit
testimony, we ask that you submit your comments to us prior to the
public hearing, so that we can submit that information to the board.
Due to budget reasons, the State of California will not be paying
$608,000 in Traffic Congestion Relief Funds to YOLOBUS for route 42.
This has forced the district to look at service reductions and fare
increases to cover part of that shortfall. Unfortunately, the choices
will not be pain-free. The recommendations that follow are deemed
necessary in order to salvage as much service as possible.
Why save the route 42? Some 50,000 rides a month occur on that route.
This is over half of YOLOBUS ridership. Express riders use it during
days and times when express bus service isnt available. Some 67% of
the riders on route 42 do not have access to an automobile. Some 70%
are age 26 or over, and 69% use the route 42 bus three or more times
each week. Most people ride the route 42 to go to or from work or
school. Over half of the riders walk to or from the route 42, while
over 30% transfer to or from another bus or light rail. One out of five
riders have a household income below $10,000, while one out of four
riders have a household income over $50,000. Clearly, the route 42
carries a wide diversity of riders, many of whom depend on the service
for their daily activities.

Proposed Service Reductions (Effective December 1, 2003)
Route 42 Saturdays, Sundays, and Holidays: (see attachment)
· Eliminate late evening service (last bus would stop at 10:01
p.m., rather than 12:01 p.m.)
Route 42 Weekdays: (see attachment)
· Eliminate 3:50 a.m. 42A, 4:50 a.m. 42A, 4:57 a.m.42B morning
trips.
· Replace 6:10 a.m. Route 42A trip (starts at County Fair Mall)
with 5:21 a.m. 42A trip that would start in West Sacramento (would get
West Sacramentans to airport before 7 a.m., without transferring)
· Cut off last #42B trip so that it would end in Woodland, at
10:43 p.m. rather than Davis (11:31 p.m.)
Route 214 (West Sacramento) Weekdays:
· Eliminate, due to low ridership.
Paratransit Services:
· Change paratransit service hours to match revised fixed route
hours of operation.
· With the exception of subscription services deeper into
Sacramento for medical purposes only, limit service strictly to within ¾
mile of non commute YOLOBUS and Unitrans fixed routes and only when
such routes operate. In other words, paratransit service, or route
deviation service, would only be provided to within ¾ miles of the
following routes and only during the days and hours when they operate:
YOLOBUS Routes 40, 41, 42A, 42B, 210, 211, 215, 220, Knights Landing,
and Dunnigan, plus Unitrans Non-Commute Routes.
