[env-trinity] The TRP trapping season to commence!

Just an FYI, folks!
The Junction City weir (barring any unforeseen circumstances) will be installed, and trapping commence, Tuesday July 19th.
The flows from Lewiston Dam should be down to 1000 cfs or so by that point.

Expect your first TRP weekly trapping summary a week or two after that.

The Willow Creek weir will go in right around the 23rd of August.
